The sun has been going down earlier and earlier and so marks the coming of a new season. I know many of you have hopefully by now run your layup treatment for your cooling towers and have drained them to get ready for the heating season. Although we are familiar with the humdrum of these regular chores and the seasonal cycles, there is a new wind of change upon us.

Looking back, to say this year has been challenging would be a gross understatement. We have been faced with a sizzling political climate, social unrest, protests, riots, and to top it off a pandemic. While we all may not have experienced having to get ready for protests and riots, we all have had to adapt to the pandemic of COVID-19. But, if staying connected and sharing our experiences as Facilities Management professionals has let us know one thing, it is that we are not alone. I have seen many topics covered in the e-mails that have gone back and forth, and so I wanted to reach out and let you know that the Facilities and Grounds Committee of the Wisconsin APWA chapter will host a virtual meeting to inaugurate WIFMA’s merger into APWA. The theme will be Facilities Management: Mitigating COVID Measures and we will be covering many topics within this theme, including:

  • Introduction (Jim Elsbury, Moderator)
  • Cleaning and Disinfecting (Javier Ramos)
    • CDC guidelines
    • In-house vs outsourced services
    • UV light machines
    • Sanitation Stations
  • Mechanical Equipment (Reuben Van Tassel)
    • Bi-Polar Ionization
    • UV-C Systems
    • HEPA Filtration
  • Changing Business Practices and Personal Impacts (Matt Theisen)
    • Public sector staff working from home, which employees can and can not make this work?
    • Public access to your facilities, have you limited or restricted access?
    • Staffing levels due to COVID19 positive tests or quarantined employees, what are you doing to maintain service levels?

No matter what our opinions may be of all that is going on, we have all have had to face and adapt to a new set challenges to deal with the Covid-19 pandemic. We have had to consider new measures, technologies, ways of doing business, and we have had to adjust our budgets to accommodate them. We hope to touch on many of these topics in our virtual meeting.

One of the drivers that led to the creation of WIFMA was a strong desire to connect Facilities Management professionals and create a supportive network for us in the Public Works environment across the state of Wisconsin. This will continue on through the Wisconsin APWA chapter and below you will find a list of resources and links to continue this endeavor. Also, Jim Elsbury has graciously agreed to take the reins and be the committee chair.. at least until Spring of 2021.  If there is anyone in your organizations that you feel may benefit in connecting to this network, please let them know so that we may grow stronger and become informed to make decisions on behalf of ourselves, our organizations, and those that we serve.

Meet Our Panelists!

Jim Elsbury, St. Croix County, WI Facilities Director has 35 years combined of Public and Private Sector experience in Facilities Management. In 2017, Jim founded the Wisconsin Facilities Management Association (WIFMA), which merged with APWA in August. Like all of you, Jim has learned about COVID-19 and the multiple challenges it brought. This pandemic affects everyone - how we deal with it, and how it affects anyone who enters our buildings. We hope to open our “Facilities Doors” and share the good, the bad and the ugly with others.

Matt Theisen, Eau Claire County, WI Facilities Director has over 20 years’ experience in Facilities Management, with the last 12 being in the public sector. Matt is a Certified Energy Manager (CEM) through the Association of Energy Engineers (AEE) and served on the board of Wisconsin Facilities Management Association (WIFMA) from its inception until the merger with APWA.

Javier Ramos has been working at Waukesha County for the last 15 years. The last 11 years he has worked as a Facilities Supervisor helping to manage over 2.25 million square feet of various government buildings. Prior to that he worked for a custodial management firm where he was instrumental in helping to win the TOBY Award. He is married with three children and enjoys spending time with family.

Reuben Van Tassel, Wood County, WI Facilities Manager has a background in construction and public service that led him to Wood County in 2014. Now serving as Facilities Manager, Reuben is committed to improving the facilities at Wood County through preventive maintenance and planning. Like many of his peers, Reuben finds there is always more to learn and has found great value in collaborating with other facilities professionals. In his free time, Reuben enjoys spending time with his wife and three children.
